Emergency-Hired Teachers Without Degrees as Effective as Licensed Educators

K-12 school closures in 2020 had negative effects on students and teachers and also prevented future educators from receiving training. However, research from Massachusetts and New Jersey suggests that teachers without the full training requirements did not perform worse than their trained peers. In Massachusetts, those granted emergency teaching licenses saw similar rates of growth in math and reading as regularly licensed teachers. These emergency-certified teachers also helped diversify classrooms and filled shortage areas, particularly in special education. A similar outcome was found in New Jersey, with teachers without normal training being just as effective in reading and math. The temporary waivers for teacher training during the pandemic are producing promising results, raising questions about the effectiveness and purpose of teacher licensure exams and other barriers to the teaching profession.
