FCC Chairwoman Jessica Rosenworcel has announced plans to encourage innovation and experimentation in the amateur radio bands by removing outdated restrictions and allowing licensees to use modern digital emissions. The commission will be taking action in November to eliminate the baud rate limitation and establish a bandwidth limitation below 29.7 MHz. The proposed order would replace the baud rate limitation with a 2.8 kilohertz bandwidth limitation, bringing the amateur radio service in line with other wireless radio services. This change would improve the efficiency of the amateur radio service, particularly during times of emergency to support public safety. The American Radio Relay League (ARRL) has supported this proposed action, as it would incentivize innovation and allow for faster transmission of messages. The FCC will also consider removing the baud rate limitation in other frequency bands, including the VHF and UHF bands, to further improve data communications in amateur radio.
