Parking reform legalized most of the new homes in Buffalo and Seattle (2023)

Parking mandates have been found to be a significant constraint on housing construction in cities such as Seattle and Buffalo. Studies revealed that after repealing these mandates, 60 to 70 percent of new homes would have previously been illegal to build. Despite limited data supporting the need for off-street parking, many new homes ultimately benefited from increased flexibility. Both cities saw positive effects on housing development following the removal of parking requirements. The findings suggest that eliminating parking mandates could help address housing shortages in cities nationwide. These studies highlight the importance of reconsidering these policies to enable more housing construction.
