The Prophet of Parking: A eulogy for the great Donald Shoup

Professor Donald Shoup was a quirky, bike-riding academic whose groundbreaking work on parking revolutionized the way we approach urban planning. His book, The High Cost of Free Parking, argued that parking is nearly always too cheap, leading to congestion and wasted time. Inspired by his ideas, cities like San Francisco and Hartford have adopted demand-based pricing and abolished minimum off-street parking requirements, with California and New Zealand following suit. Shoup’s solution to the political problem of pricing curb parking was his greatest contribution: parking benefits districts. This idea has gained momentum and led to the abolishment of parking requirements in numerous cities worldwide.
